The Chance 2003 Foundation was set up by Bulgarian lawyers in 2003, in compliance with the Hauge Convention for Child Protection and Cooperation in International Adoption.

The Foundation is registered in Sofia, Republic of Bulgaria, by the Sofia City Court with company case No. 10165/2003. It is recordedin the Central Register of legal entities with non-commersial purpose, for accomplishing a socially-favorable activity, under No.20031013014.
It is represented by Rumyana Radkova, with a license for mediation for international adoptions issued by the Ministry of Justice of the Bulgarian Republic, license No. 18 dated 25 May 2004

The Fondation can accompish mediation for international adoptions in the following countries: Belgium, the Netherlands, Luxemburg, Finland, Denmark, Sweden, Italy, France, Germany, Great Britain, Ireland, Spain, Portugal, Austria, Greece, Switzerland, Israel, Cyprus, Canada, USA, New Zeland, Australia, Russia and Japan.
